135The Program Manager will lead diverse maintenance, logistics, and site support efforts across a high profile VVIP and SAR mission aircraft fleet. The candidate will provide management of assigned personnel and overall progra

m performance from the proposal stage, into training and certification, into operations and maintenance, sustainment, and contract closeout.
The successful candidate will lead S-92 helicopter operations and maintenance in support of the Kuwait Air Force. Provide direction and expertise to the Maintenance Engineer and Chief Pilot. Will serve as the customer facing liaison with senior Kuwait Air Force and Kuwait Ministry of Defense leadership to ensure customer satisfaction. Will also interface directly with other related industry stakeholders. Implement operations and maintenance procedures patterened after FAA/JAR parts 135/145 and/or KAF Flying Rules and Regulations and the KAF 4790 Maintenance Manual. Identify potential problems in a timely manner, implement corrective actions and ensure that all contract commitments are met. Identify and assist in the development of other business opportunities in Kuwait and the GCC. Provide effective leadership to maintenance and logistics leads and pilots.
Duties and Responsibilities:
· Coordinate and facilitate initiatives that would ethically benefit and grow L-3 Vertex in the region.
· Shape program development and business development.
· Successfully manage contract offset activity for current and future programs.
· Foster and maintain working relationship between L-3 leadership, functional groups, Ministry of Defense, Foreign Procurement Office, Office of Military Cooperation, National Offset Company, and others. Champion L-3’s value proposition as the company of choice across the spectrum of regional defense and commercial contracts.
  • Responsible for the financial, schedule and technical performance of the assigned program within cost limitations and established standards.
  • Responsible for program level risk management.
  • May coordinate proposal preparation, statements of work and specifications, estimation of product/service costs, negotiation and administration of contracts in coordination with functional support teams.
  • Establishes program plans and milestones and monitors adherence to program master plans and schedules. Develops control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensures the meeting of company's contract commitments.
  • Works across boundaries and orchestrates actions by directing the performance of program teams and functional task elements such as procurement, finance, business operations, subcontracting, contracting, HR, quality control, logistics, supply chain, and administrative functions.
  • Focuses on the customer and acts as primary customer contact on status and performance and anticipates and fulfills customer needs to ensure their satisfaction, mission success, and continued business.
  • Makes decisions and sets the course by providing strategic direction and establishing goals. Accountable to provide satisfactory reasons for significant deviations from duties or expected results.
  • Provide strong leadership and effective management with a proven ability to form a talented staff and effectively manage their efforts.
  • Will interface with and present proposed solutions to high-level representatives of customers.
  • Responsible for financial and schedule performance of the program.
  • Must be able to successfully lead a cross functional team comprised of functional groups and support areas of the company to achieve successful performance to budget and contract completion on schedule.

Skills & Experience



Required:



· Technical or Business Bachelor Degree + 12 yrs. Program or Aviation Management, or Project Management experience.

· 10 years in aviation or aerospace experience; 2+ years in Aviation program management.

· Fluency in English

· Must be willing to reside in Kuwait and travel domestically and internationally

· Excellent interpersonal skills with ability to communicate in a clear and concise manner resulting in positive impact with senior Kuwaiti leaders and officials

· M ust have experience in aerospace and/or defense industry, as well as some experience in technical program planning, and cost and schedule development

· Must be proficient in MS Word, Excel, PowerPoint, and familiar with Project

· Must be able to work any shift, weekends, and overtime as required”

· Experience with FAA/JAA part 135/145 or equivalent US Military/NATO flight and maintenance operations on squadron or wing level.

· Knowledgeable of subsystems and components maintained in aircraft maintenance

· Demonstrated strong leadership and management skills.

· Superior results interfacing with executive level of civilian or military staff.

· Experience in developing Statements of Work (SOW).

· Risk Management experience.

· Knowledge of technical approaches involved in aircraft maintenance programs.

· Knowledge of International Direct Commercial Sales (DCS) and U.S. Government Foreign Military Sales (FMS) acquisition practices and ability to develop customer specifications and correspondence related to new systems requirements.

· International business experience with specific knowledge of Kuwait and the GCC.

· Familiar with Contract Administration

· Familiar with Offset processes & procedures

· Familiar with FMS and DCS programs

· Experience interacting with the US Embassy Office of Military Cooperation (OMC)

· Familiar with Kuwait Ministry of Defense and Kuwait Air Force processes & procedures

· Familiar with Kuwait Air Force operations and training

· Effective adaptability to business operations in multicultural environments
